Block Management
P&R Management Services (UK) Ltd, with effect from 1 February 2024, took over the management of Malting Mead for and on behalf of the Landlord, Endymion Management Company Ltd., your residents’ management company who acts as per the Lease and in a legal capacity to the Leaseholders at Malting Mead.

What P&R do
P&R manages the financial, legal and maintenance of the buildings and common areas, in accordance with the terms of the Lease, current relevant legislation and codes of practice. The costs for these services are recovered through the Service Charge.

Service Charge
The Service Charge is levied by the management on the Leaseholders in return for services that the management provides and undertakes. The Service Charge is reviewed annually by the management and, if required, increased accordingly.

Household Waste and Recycling
Household waste and recycling are usually collected on Mondays – Click here to check your bin collection date

Your bin store contains:
3 black-lidded bins for household rubbish which cannot be recycled.
3 blue-lidded bins for recycling glass, cans, plastic packaging, cardboard and cartons (No plastic bags, wrapping or films).
a). Please dispose of your landfill waste in tied black bin bags.
b). Please flatten all cartons and packaging.
c). Do Not leave your waste on the floors of the bin stores.
d). Do Not use the bin stores for commercial or builders’ waste, domestic appliances, TV or computer equipment, furniture and furnishings, clinical waste, liquids or non-household waste. Leaseholders and tenants must make their own arrangements to remove from Malting Mead to a
Household Waste Recycling Centre or by other means. Visit Welwyn Hatfield Borough Council for information on other local authority services. 

Vehicle Parking
– The ten marked open bays on Endymion Road are for resident and visitor parking.
– The six undercroft bays are private and assigned to individual flats and are to be kept clear at all times.
– The overflow parking in the gated garage area is for resident parking only.
– No parking of commercial vehicles in the garage area.
– No parking of trailers or caravans.
– Untaxed, uninsured, un-roadworthy, abandoned or unauthorised vehicles will be removed at the owner’s cost.
– Vehicles and their contents are parked at the owners’ risk.
– The management is not liable for any vehicle damage, break-ins or theft.

Parking restrictions in Endymion Road
You can park on Endymion Road; single yellow line restrictions operate from 8am to 10am Monday to Friday. There are ‘No waiting at any time’ double yellow lines at the junction with Cranborne Road. The authorities patrol daily.

Garage area – electric gate
Each flat was provided with one gate fob free of charge in 2012. The leaseholder of each flat is responsible for the fob until they sell the property, at which point the fob must be returned to the management or transferred to the new owner as part of the sale process. All fobs remain the property of the management. Loss, damage, or failure to return the fob incurs a charge of £100 for a replacement. An additional fob is available for £100, with a maximum of two fobs permitted per flat. The fob operates using a single battery. If the red LED does not illuminate, please replace the battery with an identical type. If the fob still does not function after replacing the battery, please contact the management. Should the electric gate fail to operate, please contact the management.

Common Areas
The landings, stairwells and passageways are Fire Escape Routes and must be kept clear at all times of pushchairs, bicycles, and any other obstruction. The cleaner sweeps and mops the common areas once a week.

Gardens and outdoor seating area
a). Ball games are not allowed in the front gardens. Ball games in the rear gardens are to be away from the building so as not to disturb residents.
b). Residents can use the circular timber table/bench and two-seater bench on the terrace. Please keep the area tidy and do not move the furniture.
c). BBQs are NOT PERMITTED anywhere on the grounds, balconies or patio areas.
d). No planned events or parties are permitted on the grounds.
e). Please be aware of any excessive noise to other residents when using the gardens.

Smoking and Vaping
No smoking or use of an e-cigarette in the covered communal areas. The landings, stairwells, passageways, store rooms and undercroft parking bays at Malting Mead are all SMOKE-FREE public areas by law. Do not discard cigarette ends within the grounds.

Fire Action
Fire Action Notices are displayed on the noticeboards of each block. Be prepared and make yourself a Fire Action Plan. In the event of a fire dial 999 or 112 and ask for Fire. As part of your safety plan, install smoke and carbon monoxide alarms, and test weekly.

Gas Safety
Whether you are a landlord or a tenant, it is important to understand the laws regarding gas safety. As a tenant, you must always have a landlord legally responsible for the safety of the gas appliances in your flat. When was the last time you saw your landlord’s gas safety record? If your gas appliances, including your boiler, have not been safety-checked within the last year, there could be a risk of carbon monoxide poisoning. From 1st October 2022, a CO alarm is required to be fitted in every habitable room of a rental property containing gas appliances (excluding appliances used for cooking purposes in England, Scotland and Northern Ireland). The landlord is required to carry out checks and tests to ensure that carbon monoxide alarms in the rental property are working the day any new tenancy begins.

Lighting
The common areas are lit during the hours of darkness. The energy-efficient LED bulkhead lights are on separate photocell sensors across the four blocks. The bin rooms have movement sensors that only come on when entering and turn off soon after leaving. The stairwell landings have emergency lighting in the event of a power cut. They are routinely tested as part of the maintenance programme.

TV – aerial and cable
The flats are connected to the communal digital terrestrial aerial and Freeview is available. Malting Mead is cable-enabled if you choose to sign up with a provider. The management maintains the one terrestrial aerial and external cabling at the boundary of each flat. Leaseholders and tenants are responsible for all internal wiring, devices and connections. NO external satellite dishes or aerials are permitted at Malting Mead. Sky without a dish is available through Sky Stream.

Telephone lines
Telephone lines enter each block from the Service cupboard on the ground floor. If an engineer needs access, you must make prior arrangements with the management.

Cleaning – common areas
The common area stairs, landings and passageways are cleaned once a week as part of the service charge.

Window cleaning
The windows of flats and common areas are cleaned outside quarterly as part of the service charge. Cleaning windows inside flats is the Leaseholder/tenant’s responsibility.

Garden and Landscape maintenance
Our gardeners regularly maintain the grounds at Malting Mead year-round. The trees are inspected and maintained every five years or so.

Security camera
A security camera is located on the south elevation at Malting Mead. It covers a section of the public footpath, the two pedestrian gates, and part of the garage area. In the event of criminal activity, vandalism or suspicious behaviour, evidence will be shared with the police and authorities.

External changes to the building
Before you make any external changes to your flat permission is required from the management to ensure that works do not affect the structure or appearance of the building or the rights of other leaseholders. Remember you don’t own the bricks and mortar or the land on which your flat is built. Permission is required for, but not limited to; gas boiler flues, vents, pipes, waste outlets, cables, windows, balcony/patio doors, front doors, store cupboard doors, garage doors and anything else that could affect the outside fabric and appearance of the development. New and replacement boiler flue and ventilation grilles must be black or brown on brickwork and white on painted walls. Redundant flues and vents must be removed and blocked up. Adjoining surfaces must be made good and match existing finishes. Do not copy what has gone before. The management will advise Leaseholders of any fees for their time to obtain permissions and project manage any works on behalf of Endymion Management Co. Ltd.

Condensation, dampness and mould
Black mould spots on walls and ceilings, and moisture on the inside of windows, are commonly caused by condensation due to a lack of air circulation. This issue is often a ‘lifestyle problem’. Bathrooms, kitchens, and drying laundry are the primary sources of steam and moisture in a flat. The most effective solution is to open windows into the vent position. Additionally, the external walls at Malting Mead have cavity wall insulation. Before installing an airbrick or vent, you will need Management approval to commence any work on the building’s fabric.

Hosting or sub-letting for holidays or vacation
The leaseholder or tenant cannot use the property or grounds for holiday rentals or events. Hosting with Airbnb or similar agencies is strictly prohibited at Malting Mead.

Signs and Advertising
Outdoor and through-window signs, boards, advertisements, marketing materials, posters, flags, banners, displays, and notices are strictly prohibited throughout the development. The only sign permitted for leaseholders is the flat number affixed to the entrance door.

Windows and doors
The leaseholder is responsible for maintaining the windows, front door and sliding balcony/patio door. If you are replacing windows or doors then, before ordering or commencing any works, you must first contact the management for the landlord’s permission. To reinforce the development identity any new windows and doors are to match the design and pattern of the existing across the development. This is to retain a uniform appearance appropriate to the building style. This includes:
a). Windows are single pane ‘Picture’ style white finish PVCu, tilt-and-turn or top-hinged casement, double glazed with no tints, bars or leading, and with simple unadorned silver anodised aluminium or white ironmongery.
b). Balcony/patio doors are two equal sizes white finish PVCu full-height panes double-glazed with no tints, bars or leading, one pane fixed and the other sliding with simple unadorned silver anodised aluminium or white ironmongery.
c). No 
French doors or bi-fold doors.
d). Front doors are stained solid core timber. The Leaseholder is responsible for maintaining the front door, the frame, the door fittings and door furniture, ensuring compliance in the event of a fire. Replacement of front doors is controlled work under the Building Regulations 2000. You must obtain consent from the Landlord, to ensure a new front door meets current standards and obtain permission from the Local Authority building control department. Replacement front doors must match the existing style and appearance with the outside wood stained.

e). Internal doors have no design restrictions and are the responsibility of leaseholders. Kitchen doors must be half-hour fire-rated (FD30).
f). Garage doors are the responsibility of the individual leaseholder. Repairs or a replacement door is to match the existing steel horizontal up-and-over style. Colour is to match the existing. Re-decoration of the front face is undertaken as part of the management maintenance programme. The supply and use of locks and/or padlocks is the responsibility of the leaseholder. The management is not liable for garage break-ins, or the damage or loss of contents.

Laundry drying
Laundry can be dried using your own rotary dryer in the designated areas of the back garden. No washing on balconies or through windows, nor on common parts of the grounds. When drying clothes indoors, open windows to reduce the risk of mould, damp and condensation.

Pets and animals
Domestic pets are not allowed at Malting Mead without the written consent of the management. Non-domestic animals, domesticated fowl and mammals are NOT allowed. Tenants are not usually given permission as most Tenancy Agreements do not allow animals. If you fail to obtain consent to keep your pet at the property you will be required to rehome them.

Noise and nuisance
If you have contractors working on your property please be considerate to your neighbours.

The permitted hours for trades working are:
Monday to Friday – 08.00 to 18.00
Saturday – 09.00 to 13.00 (but no noisy work)
Sunday – not permitted

Also, please refrain from any ‘lifestyle’ noise such as to cause annoyance or a nuisance to other residents or neighbours between 11pm and 7.30am. Please be aware for example, running a washing machine late at night, playing loud music or having a party or other social gathering. We would in addition request that you wear soft footwear where the property has hard flooring, this helps reduce the noise level for neighbours below.

Flooring
All types of wood, vinyl or laminate hard floor covering must have a high quality acoustic underlay to reduce impact sound. Sound waves travelling through your floor can be experienced as annoying by your neighbours.
